CSRF PROGRAM GUIDE

Since July 1, 2005, applications have been accepted from public agencies and private organizations requesting to lease space on towers. The Kansas InterOperable Communication System can provide public agencies the opportunity to lease tower space on existing system towers and add radio equipment to optimize communications.

RADIO EQUIPMENT

The CSRF Program provides a means for public safety and public service agencies to lease state of the art radio equipment, spreading costs out over the life of the equipment. It improves communication among our public safety entities which provides a step towards interoperability - public response agencies communicating with each other across the state.

Process for leasing 800 MHz radio equipment:

  • CSRF Application received and reviewed by KDOT.
  • A one time $250 administrative fee, per unit will be assessed each application.
  • Mobile unit and/or fixed equipment expense will be spread over twelve years.
  • Portable radio cost will be spread over ten years.
  • KDOT's legal representative processes lease documents.
  • Secretary/designee executes Lease Agreement.
  • KDOT receives/deposits applicant's fee/money.
  • Communication System Administrator purchases, assigns and oversees delivery of equipment leased.

TOWER LEASE

Through the CSRF Program, tower space is available for lease by public safety or governmental agencies for rates equal to cost recovery. Private companies may lease available tower space at prevailing rates.

Process for leasing tower access:

  • CSRF application received and reviewed by KDOT.
  • KDOT secures and mails to applicant the quote from state contracted professional engineers for structural analysis and intermod/interference analysis on applicants proposed tower site.
  • KDOT receives applicant's money for engineering services and tasks engineering firm to perform analysis.
  • Analysis Results received, reviewed by KDOT and lessee, recommendation/determination made.
  • With applicant authorization, KDOT secures quote and contracts any modifications required.
  • KDOT legal representative processes lease documents.
  • Secretary/designee executes Lease Agreement.
  • KDOT contractors install applicant's equipment on the communication system tower and in the equipment shelter. Lessee will reimburse or otherwise pay all such costs to KDOT.
