In Kansas, Public Safety Agencies use mobile work units that rely on electronic technologies for communication in their daily operations.  The need has been identified for separate agencies throughout the state to talk with each other effectively, working in cooperation, for the safety, health, and welfare of Kansans.  This interagency communication requires an interoperable communications system.  A system designed with interoperability channels for better communication and coordination among all public safety entities will improve efficiency, safety and service throughout the state.

      The Communication System Revolving Fund (CSRF) was authorized by the 2004 Kansas Legislature as a method for the Kansas Department of Transportation (KDOT) to provide radio communication equipment, cost effectively, to local public safety and public service users. 

The Statewide Interoperable Communication System includes four components:

• Provides a means for public agencies to lease radio equipment, spreading the cost over a period of time.
• Offers public service agencies the opportunity to use radio tower space for non-800 MHz communications at the cost of providing the service.
• Offers private organizations the opportunity to lease radio tower space.
• Provides the first step towards an interoperable communication system, upgrading the existing statewide communication system.

This effort includes input from the Governor’s Office, Governor’s Homeland Security Council, Kansas Department of Transportation (KDOT), Kansas Adjutant General including the Kansas Division of Emergency Management (KDEM), Kansas Highway Patrol (KHP), and the Kansas Legislature, as well as other agencies throughout the state.
