S.T.E.P. CAMPAIGNS: FY 2011
S.T.E.P. awards
grants to participating Kansas law enforcement agencies
to increase education and enforcement efforts directed
at compliance with Kansas safety belt, child passenger
safety, and impaired driving laws. Enforcement is accomplished
through funding of four annual overtime-only campaigns
– also called mobilizations and enforcements
– consisting mostly of saturation patrols and
optional checkpoints. Each campaign
has a focus: DUI, occupant protection, or both; and
each campaign goes after speeders, as well. Campaigns
1 & 2 are optional, the final two are mandatory.

* Restraint: adults, (ages 18+), front seat - primary law; adults, rear seats - secondary; youth (ages 14-17), all positions - primary law; children, ages 0-13, all positions - primary law
Each STEP mobilization includes Adult/Teen/Child Restraint, Speed, or DUI enforcement in addition to its principal focus area.

** P I & E = Public Information and Education (news releases, presentations, brochure distribution, interviews, etc. before/during activity).
*** Activity report records such things as hours of enforcement and citations. (Okay to fax/email if reimbursement voucher not ready, then mail signed report later with voucher.)
**** Reimbursement voucher must be accompanied by supporting documentation of all overtime hours listed on voucher. This may be either time cards or payroll spreadsheet for full pay periods, showing regular & overtime hours, withall reimbursable STEP overtime hours clearly identified in some fashion. Voucher should be a signed original.
