Who is responsible for determining what constitutes abnormal weather conditions?

When current weather conditions make it uncertain whether or not an OSOW load may be moved contact the local KHP office in your area. Ask for an inspection officer. K.A.R. 36-1-36(p)KSA 8-1913 - Liability for damage to highway  or structues states:


Oversize or overweight loads shall not be transported when visibility is less than one-half mile, or when conditions of moderate to heavy snow, rain, sleet, snow, fog, or smoke exist, or when highway surfaces are slippery due to ice, packed snow, or rain.

Moving OSOW loads during these conditions may subject the mover to significant delays, a fine or suspension of permit privileges.
