S.T.E.P. CAMPAIGNS: FY 2011

S.T.E.P. awards grants to participating Kansas law enforcement agencies to increase education and enforcement efforts directed at compliance with Kansas safety belt, child passenger safety, and impaired driving laws. Enforcement is accomplished through funding of four annual overtime-only campaigns – also called mobilizations and enforcements – consisting mostly of saturation patrols and optional checkpoints. During FY 04, over 45,000 enforcement contacts were made, with over 23,000 citations for speeding, DUI, safety belt, and child restraint issued. Each campaign has a focus: DUI, occupant protection, or both; and each campaign goes after speeders, as well. Campaigns 1 & 2 are optional, the final two are mandatory.

* Restraint:  adults, ages 18+, front seat only (secondary law); teens, ages 14-17, anywhere in vehicle (primary law); children, ages 0-13, anywhere in vehicle (primary).


All mobilizations look for Belt, CPS, Speed, or DUI infractions
in addition to their principal focus.

** P I & E = Public Information and Education (news releases, presentations, brochure distribution, interviews, etc. before/during activity). 

*** Activity report records such things as hours of enforcement and citations. (Okay to fax/email if voucher not yet ready, then mail signed report later with voucher.)

**** Reimbursement voucher must be accompanied by supporting documentation of all overtime hours listed on voucher.  This may be either time card or spreadsheet, both with regular hours entered and all reimbursable overtime clearly marked in some way; mail or fax (785-291-3010).

Contracted police agencies which participate in STEP activities (but do not receive overtime reimbursement) should contact KDOT Traffic Safety (785-296-3756) for the appropriate downloadable STEP Activity Report. These agencies do not require the STEP Voucher.
