The Communication System Revolving Fund (CSRF) was authorized by the 2004 Kansas Legislature as a method for the Kansas Department of Transportation to provide cost effective radio communication equipment to local public safety and public service users.
The Statewide InterOperable Communication System includes four components:
Provides a means for public agencies to lease radio equipment, spreading cost over a period of time.
Offers public service agencies the opportunity to use radio tower space for non-800 MHz communications at the cost of providing the service.
Offers private organizations the opportunity to lease radio tower space.
Provides the first step towards an InterOperable communication system, upgrading the existing statewide communication system.
The Office of Financial and Investment Management is responsible for managing the bond proceeds and administration costs for this program.
