What is KDOT's Strategic Management Plan?

The Kansas Department of Transportation's (KDOT'S) Strategic Management Plan (SMP) is a comprehensive management tool which serves as a guide for the agency. The SMP fills this role by supplying the means to answer four fundamental questions about the organization. These questions are:

1. Where are we now?

The SMP addresses this question by clearly stating its
Mission, outlining its Core Values, and by defining its ongoing responsibilities in a measurable context through the Management Plan.

2. Where do we want to be?

In order to answer this question the SMP presents an overall view or vision of where KDOT would like to be in the future. This guiding philosophy is referred to as KDOT's
Vision. The Vision serves to drive the changes articulated in the Strategic Plan.

3. How do we get where we want to be?

The SMP answers this question in the form of specific agencywide Strategic Plan Goals. These Strategic Goals have specific projects that must be accomplished as a part of the plan. The accomplishment of these projects should ensure that KDOT is moving toward where management wants it to be.

4. How do we tell if we are getting to where we want to be?

The SMP answers this question by providing managers with Management Plan Goals. These Management Goals have periodic updates in the form of performance measures. These updates provide managers with a quantitative assessment of where the organization stands in accomplishing its most crucial ongoing responsibilities. This process spurred the creation of the Partnership Project, which is a critical analysis of the agency's performance measures.
