Kansas Department of Transportation (KDOT) has a statewide 800 MHz radio system that was originally developed to provide communications to KDOT and the Kansas Highway Patrol (KHP). Our system was designed for mobile coverage and has grown to include 77 tower sites across the state.
In 1996, KDOT converted to an 800 MHz analog radio system. A repeater at each tower site was installed for KDOT and KHP communications. At a later date, a repeater at each site was installed for EMS communications as a result of an agreement with the Kansas Board of EMS.
KDOT decided to upgrade the analog radio system and convert it to an 800 MHz Astro P25 SmartZone digital trunked radio system. The digital system would be a wide-area trunked system that would allow users to communicate from one end of the state to the other. The conversion process began in 2005 starting in Southeast Kansas. Conversion of all sites will be completed by June 2012. Funding for the conversion came mostly from KDOT, but outside agencies from all levels of government have also contributed to the cost of converting the system from analog to digital. In 2004, the Kansas Legislature instructed KDOT to open up the radio system to other public safety and public service agencies (state, county or city) to help promote interoperability throughout the state. From this instruction, two programs were established. The Communication System Revolving Fund (CSRF) Lease Program was established, and the Motobridge System was planned.
