This unit is primarily responsible for working jointly with the larger metropolitan and urban areas to develop short-range and long-range transportation plans in accordance with the Federal "3-C" (cooperative, comprehensive, and continuing) transportation planning process.

In support of this effort, information provided by the Traffic and Field Operations and Statewide Planning Units is used in making traffic forecasts and performing roadway network modeling and alternatives analyses.
