KANSAS TRUCKING CONNECTION (KTC)

Escorting - QA
May I obtain the "Certificate of Compliance" document and fax it into the KTC and become a certified escort driver without reading the certification material?

The Kansas Trucking Connection strongly discourages the faxing of the “Certificate of Compliance" without first reading the certification material. Plan ahead!! Once the driver receives the packed of certification information, the driver must sign and date the "Certificate of Compliance" and return it to the Kansas Trucking Connection. Faxing of this document before a prospective driver has chance to read the certification documents does not provide the driver with all the necessary information to properly escort loads.

When the driver signs this form, the driver assumes responsibility for knowing and complying with all the Kansas rules and regulations, the standards surrounding the Kansas escorting policy and has full knowledge of the penalties associated with violating any of these standards.

The escort drivers are responsible for making sure the superload gets to its destination safely and without injury to any person or damage to private property. Do not wait until the last minute to become certified!!

Once a driver has become certified, the driver is expected to keep track of the expiration date to make sure the certification does not expire.
Is there a list of Kansas certified escorts that I can use to obtain the certified escorts that I need?

Yes

Visit Kansas certified escorts . This is a listing showing all the currently certified escort drivers and companies.
Are certified escort drivers allowed to direct traffic?

Yes

The KHP has been asked this question quite often. Escorts drivers may and should be directing traffic to ensure the safety of the traveling public. It is essential that the special restrictions (speeds, traveling down the centerline of highways, etc.) shown on the "Superload Review" or the "Large Structure" permit be strictly obeyed. To do so may require stopping or directing the flow of traffic. Escort drivers are responsible for ensuring that each load they escort reaches the destination safely and maintains compliance with all permit restrictions.
Do I need to become Kansas certified to escort loads that are not classified as a superload?

No

At this time, the only time you need to become Kansas certified escort is when you are escorting "superloads." In most cases, these are combinations of vehicles having gross vehicle weights greater than 150,000 pounds of if any of your axle groups exceed what is permitted on the standard permit.
Are escorts required to use a height pole when escorting loads?

It is recommended that escort drivers use a height pole anytime the load exceeds 16 feet 6 inches in height. There should also be a representative of the local electric company available to adjust or move all overhead wires.
NOTE: The KDOT Superload Bridge Analysis may have additional instructions for the “Height Pole”
When do I need escorts?

Escorts are required (front and rear) when transporting superloads, large structures and when the width of the load exceeds 14 feet and traveling on highways less than 4 lanes.
NOTE: The KDOT Superload Bridge Analysis may have additional instructions for the “When do I need escorts”
When is Kansas escort certification necessary?

Drivers shall become certified before escorting superloads loads in Kansas. Persons wanting to become Kansas certified may do so by calling Central Permit at 785-368-6501. A packet of certification material will be mailed to you. Unfortunately, this material cannot be faxed because maps and other large pieces of material are included in the packet.
What should I do if I come across a driver of a superload that refuses to comply with the restrictions shown on the permit or the bridge memorandum?
It is the responsibility for the escort driver to so everything possible to ensure compliance with all the restrictions shown on the permit or bridge memorandum.
If complications occur, try:
  1. Explaining to the concerned parties the OSOW regulations must be followed and it is to their benefit and the companies benefit to do so
  2. Refuse to escort the load if you feel escorting the load will result in further violations of the permit or your certification as a superload certified driver may be jeopardized. Notify Central Permits or the nearest local enforcement agency and ask for assistance.
  3. If the involved parties continue to refuse to comply with the restrictions notify the nearest KHP Weight enforcement officer or the nearest KDOT official. Remember, the escort is responsible for complying with all restrictions and getting the load safety to its destination.
When contacting the local enforcement personnel (KDOT or KHP) provide them with the folowing information:
  1. Your location
  2. The name of the transporting company
  3. Your name and phone number
  4. The memo/permit number, and
  5. A short explanation of the circumstances surrounding the incident.
