May farm tractors be allowed to tow mobile homes or other pieces oversize or overweight loads?

K.A.R. 36-1-36(n)(2) KSA 8-1913 - Regulation on Farm Tractors states:

Farm tractors shall not be used to tow oversize or overweight loads, except in rare circumstances where the secretary, or an appointed desingee finds that an emergency exists. In such cases, a permit for the emergency move may be issued to the customer. Special conditions shall be noted on the permit.

Are exempt farm vehicles allowed to transport overweight/overwidth loads on Kansas highways?
Yes

However, exempt loads are not allowed to be overweight at any time. If the vehicle or load is oversize, the width of the load shall be made visible to the traveling public by using flagging or employing lamps at the widest part of the load when traveling on state highways.
